📦 NOTICE: Important Changes to US Customs Policy & International Mail Restrictions

As of July 24, due to updated U.S. customs policies (including quota systems, anti-dumping, and countervailing duties), the acceptance of general international mail containing specific items is strictly prohibited.

🚫 Restricted Items (Cannot be shipped via Standard EMS / Airmail)

The restriction primarily targets agricultural products, dairy, processed foods, and certain chemical/metal goods.

1. Food, Agricultural, and Fishery Products (Subject to Quota)

  • Sugar (HS: 1904.10)
  • Tuna & Canned Tuna (HS: 1604.14)
  • Citrus Fruit & Peanut Butter (HS: 2008.10, 2008.30)
  • Peanuts (HS: 1202.30, 1202.41, 1202.42, 2008.11)
  • Beef (HS: 0201, 0202)
  • Infant Formula (HS: 1901.10)
  • Chocolate (HS: 1806.20, 1806.32, 1806.90)
  • Cheese (HS: 0406.10, 0406.20, 0406.30, 0406.90)
  • Milk & Whole Milk Powder (HS: 0401.20, 0401.21, 0401.40, 0401.90, 0402.29, 0402.99, 0403.20, 0403.90, 0404.10, 0405.20)
  • Condensed Milk (HS: 0402.91, 0402.99)
  • Ice Cream (HS: 2105.00)
  • Other Dairy Products (HS: 1901.10, 1901.20, 1901.90, 2106.90, 2202.90)
  • Animal Feed (HS: 2309.90)

2. Metals and Steel Products (Subject to Anti-Dumping / Countervailing Duties)

Items starting with the first 6 digits of the HTSUS codes below (including steel, copper, aluminum, and related processed parts) are fully restricted from standard postal acceptance:

  • Steel Plates & Coils: 7209, 7210, 7211, 7212, 7219, 7220, 7225, 7226, etc.
  • Bars & Rods / Shapes: 7213, 7214, 7215, 7216, 7221, 7227, 7228, etc.
  • Wire & Wire Rods: 7217, 7229, etc.
  • Steel Pipes & Tube Fittings: 7304, 7305, 7306, 7307, etc.
  • Other Steel Goods (Structures, Wire Ropes, Nails, etc.): 7308, 7312, 7317, 7318, 7326, etc.
  • Copper Products: 7403, 7405, 7407, etc.
  • Aluminum Sheets, Foil, and Structures: 7606, 7607, 7610, etc.
  • Lead and Zinc Products: 7806, 7907, etc.

💡 Solutions & Alternative Shipping Methods

  • Standard Mail / EMS / Airmail: Items matching the restricted HTSUS codes cannot be accepted at the counter and will be rejected.
  • EMS Premium (Courier Service): Items restricted under standard mail can often be shipped using EMS Premium (linked with private courier services) provided proper customs documentation is met.
  • Official FedEx Agent Usage: When shipping to the United States using an Official FedEx Agent, you must provide your FedEx Account ID.
  • ⚠️ Important Note: Even with EMS Premium, food and edible items remain strictly prohibited from being imported via mail. Only manufactured goods like industrial metals/parts may qualify through private courier customs clearance.

✅ Allowed Items (Safe to Ship via EMS / Airmail)

The following popular items are NOT subject to this U.S. customs restriction and can be shipped normally:

  • Plush Toys & Dolls / Toys: Classified under general toy/plastic/textile categories (e.g., Chapter 95). Safe to ship.
  • Apparel (K-Fashion, Clothing): Classified under textile and clothing categories (e.g., Chapters 61 & 62). Safe to ship.
  • K-POP Albums: Includes CDs, photocards, and posters (Chapters 49 & 85). Safe to ship (provided no restricted snacks or liquids are bundled inside).
  • Cosmetics: General skincare, makeup, and ampoules (Chapter 33). Safe to ship.
  • Keychains: General acrylic, metal accessory, or leather keychains. Safe to ship.

⚠️ A Note on Cosmetics: While cosmetics are not part of the trade restriction, pressurized containers (such as aerosol hairsprays or mist bottles) or items with extremely high alcohol content are classified as hazardous air cargo and may be rejected at the post office counter. Standard creams and makeup items have no issues.
